  • Do my HOA dues pay for trash pickup?
     
    No, your annual HOA dues do not include trash pickup. This is one of the reasons Cardinal Glen HOA dues are so low, and are able to remain that way.

  • Does our HOA have a community discount with any particular trash company?
     
    Unfortunately, the HOA Board has been unable to negotiate a community discount with any of the trash companies.

  • Can we rake our autumn leaves into the street for the HOA/town/county to sweep up?
     
    No. Neither the HOA, the town of Sterling, or Loudoun County provide removal of autumn leaves. Your autumn leaves must be bagged and put curbside for yard waste pickup by whichever trash company you’ve engaged. Alternatively, you can pay a yard maintenance company to rake and haul away your autumn leaves. Under no circumstances are leaves or any other type of yard debris (e.g., grass clippings, dead plants or bushes, fallen or trimmed tree limbs) permitted to be dumped or blown onto HOA common ground.

  • Who is responsible for clearing snow off Cardinal Glen streets?
     
    The streets in Cardinal Glen are maintained by the Virginia Department of Transportation (VDOT), which is also responsible for snow removal.

  • Who is responsible for clearing ice and snow off Cardinal Glen sidewalks?
     
    While the Virginia Department of Transportation (VDOT) is responsible for repairing the sidewalks in Cardinal Glen, you as the homeowner are responsible for keeping the sidewalk in front of your property clear of ice and snow. This is in accordance with Chapter 1022.01 of the Loudoun County Codified Ordinances.

  • Who is responsible for clearing snow from around fire hydrants and storm drains in Cardinal Glen?
     
    In accordance with https://www.loudoun.gov/3717/Shoveling-Snow-Clearing-Hydrants, Loudoun County requests homeowner assistance in keeping fire hydrants and storm drains adjacent to your property clear of snow.

  • Who do I contact about repairing a broken curb/sidewalk along my property or a pothole in the street outside my house?
     
    Repair of streets, sidewalks, and curbs in Cardinal Glen is the responsibility of the Virginia Department of Transportation (VDOT). Reporting the need for a repair outside your property is your responsibility and can be initiated online at https://my.vdot.virginia.gov/.

  • Can I park my boat, trailer, RV, motor home, commercial or inoperable vehicle in my driveway or outside my house?
     
    No. Loudoun County has strict zoning ordinances regarding the parking of recreational, commercial, and/or inoperable vehicles in residential neighborhoods. Furthermore, Article 5 (Restrictions), #7 (Temporary Structures), of the Cardinal Glen HOA covenants prohibits the parking of such vehicles in your driveway, outside your home, or on any HOA common ground.

  • Who do I contact about a dead tree on the common ground behind my house?
     
    Please send an email to the Landscaping/Common Ground Maintenance Committee, which can be found under hoa-info>board-of-directors>committees. Please include your address and best contact info in your email. Including a photo of the dead tree is not necessary though always much appreciated.

  • Do I need HOA permission to change the color of my roof, gutters and downspouts, garage door, siding, porch pillars/railings, front doors, shutters, and/or trim?
     
    Yes. In accordance with Article 5 (Restrictions), #2 (Architectural Control) of the Cardinal Glen HOA covenants, any color change to the outside of your house requires prior written approval from the Cardinal Glen Architectural Control Committee (ACC). You will need to submit a completed Architectural Review Application, which can be found and submitted to the ACC online at /contact-us/architectural-review-form/. Please see the section titled Architectural Rulings for Exterior Color Changes on this webpage for specifics on acceptable colors. Please note that the ACC has sixty (60) days in which to approve or deny your request.

  • What are acceptable exterior colors?
     
    While you may use any brand of exterior paint, the color must be in a tone that is complimentary and in keeping with the other houses in our development. Please see the section titled Architectural Rulings for Exterior Color Changes under Architectural Review Application for specifics on acceptable exterior colors.

  • Do I need HOA permission to put up a fence, deck, shed, and/or gazebo, or build an addition onto my house?
     
    Yes. In accordance with Article 5 (Restrictions), #2 (Architectural Control) of the Cardinal Glen HOA covenants, construction of any such structure not only requires prior written approval from the Cardinal Glen Architectural Control Committee (ACC) but may also require a Loudoun County zoning permit, information on which can be found online at https://www.loudoun.gov/5229/Most-Common-Zoning-Complaints. If a zoning permit is required, you will need to obtain it prior to applying for ACC approval and submit a photocopy of your permit along with your completed Architectural Review Application, which can be found and submitted to the ACC online at /contact-us/architectural-review-form/. Please note that the ACC has sixty (60) days in which to approve or deny your request.

  • What types/height of fence can I put up?
     
    Please see the section titled Architectural Rulings for Fences under /hoa-info/contact-us/architectural-review-form/ for specifics on acceptable heights, styles, positioning, and material.

  • Do I need HOA permission to take down a tree on my property?
     
    Yes. In accordance with Article 5 (Restrictions), #14 (Removal of Trees), of the Cardinal Glen HOA covenants, no living tree of a diameter of more than four inches measured two feet above ground level may be removed from any part of your lot without prior written approval from the Cardinal Glen Architectural Control Committee (ACC). Before taking down a tree, you are required to submit a completed Architectural Review Application, which can be found and submitted to the ACC online at /contact-us/architectural-review-form/. Please note that the ACC has sixty (60) days in which to approve or deny your request.
     
    While taking down a dead tree (or a living tree of a diameter of four inches or less measured two feet above ground level) does not require ACC approval, the HOA Board strongly recommends you take photos of the tree prior to its removal in order to substantiate your actions should removal of the tree come into question.
